Tenure and Zoning at a Changi EOI Site

Refrigerated production is one of the hardest things to retrofit into a generic industrial unit — which is why cold-room readiness is worth paying attention to.

Published

A Business 2 factory site with 77,237 sq ft of land and a 49,693 sq ft building is on offer by expression of interest (EOI) in Changi South, EdgeProp reported on 6 October 2026. The property, 29 Changi South Street 1, carries an indicative $12.8 million and is offered with vacant possession. EdgeProp's description packs tenure, zoning and process into a few lines. Tenure is given as a lease with a count of years left, zoning as a category with a ratio, and process as a dated closing hour, and the numbered points below take each in order. The site sits in the Changi South industrial precinct, and the report is aimed at manufacturers, logistics operators and owner-users looking for land that already has a building on it.

Four numbered points for Smart Food @ Mandai readers

  1. Tenure is stated as a lease with years left. EdgeProp gave the JTC lease at roughly 30 years remaining. The land is held from JTC, so the years left form part of the offer rather than a footnote to it.
  2. Zoning is Business 2, with room above what is built. EdgeProp reported a plot ratio of 1.0 for the zoning and about 0.64 for the existing two-storey factory-cum-warehouse. Business 2 is the category for general industrial activity. The report gives the allowed ratio and the built ratio as two separate numbers, so the difference between them describes zoning headroom and carries no plan for the site.
  3. Possession and process are dated. EdgeProp lists vacant possession, and the EOI closes at 3 pm on 13 November 2026. The $12.8 million is labelled indicative, which makes it a reference for the offers and not a fixed price. An EOI is the stage where a seller collects offers before deciding what to do next.
  4. The land-area figure is arithmetic. EdgeProp stated no price per square foot. Dividing $12.8 million by 77,237 sq ft of land gives about $166 per sq ft of land area, a simple calculation made here and not a valuation.

On surroundings, EdgeProp cites access to Changi Airport and to Singapore's logistics and manufacturing ecosystem, and describes the Changi East development as the airport's largest expansion, one that should strengthen the area's role as a logistics hub. The marketing agent describes the plot as having a practical layout to redevelop into a new facility. EdgeProp attaches no rent or yield to the site.

Smart Food @ Mandai beside the Changi South terms

Smart Food @ Mandai is described on its own pages in different terms: freehold tenure, a B2 food factory with 84 production units and one ancillary canteen over 10 storeys, and about 157,319 sq ft of gross floor area, at 10 Mandai Estate beside the Sungei Kadut Eco-District. The two are separate properties described in their own terms: a JTC lease with a stated number of years remaining, and freehold. The project details page lists the specifications, the homepage gathers each daily note, and the Sales Concierge takes factory-unit questions by enquiry.
