Emerald Hill Tender: Myths and Facts

Refrigerated production is one of the hardest things to retrofit into a generic industrial unit — which is why cold-room readiness is worth paying attention to.

Published

EdgeProp reported on 17 September 2026 that the Singapore Tourism Board has opened a concept and price revenue tender for 37 Emerald Hill, a site of about 10,415 sq m (1.04 ha) that sits where Somerset meets the Emerald Hill Conservation Area. The compound has a long school history, and the stated goal is a distinctive new lifestyle node that celebrates that heritage. Tender notices tend to attract assumptions, so this post sorts the claims that circulate from the facts in the report, one myth at a time.

Myth: the old school buildings will make way for new construction. Fact: three buildings are preserved, namely the two-storey Main Block from 1925, the two-storey Principal's House from 1930 and the three-storey Song Ong Siang Block from 1956. The campus housed the Singapore Chinese Girls' School until July 1994 and then Chatsworth International School from 1998, which operated a primary-only campus from 2018 before closing in 2020.

Myth: a successful bidder may choose any use. Fact: the tender sets out hospitality and commercial uses only. The permitted list covers restaurants, bars and pubs, outdoor refreshment areas, shops, a fitness centre, a gym and medical clinics, while offices, serviced apartments and schools are excluded. The brief asks for a new-to-market hotel concept, first-of-its-kind lifestyle experiences and accessible public spaces with year-round programming. Myth: the tender is decided on a single number. Fact: the format named in the report is a concept and price revenue tender, so it pairs a concept element with a price element, and the Tourism Board describes the concept in some detail.

Terms and Timing Worth Knowing Beside Smart Food @ Mandai

Myth: the tender is meant for local operators. Fact: EdgeProp said it is open to local and international bidders. The lease runs 50 years with an option to extend by 20 years, and the maximum gross floor area is 16,664 sq m (179,370 sq ft). The tender runs for six months, with proposals closing on 16 March 2027, a window of fixed dates that bidders can plan around.

Myth: the site is tucked away from the main Orchard action. Fact: it lies behind the Orchard shopping belt, opposite The Heeren and Design Orchard, about a nine-minute walk from Somerset MRT. The Tourism Board's stated aim, as EdgeProp relayed it, is to strengthen Orchard Road as an iconic lifestyle destination and to encourage longer stays and repeat visits, in support of quality tourism growth towards 2040.
